Russia no longer wants to keep the Taliban’s name on the list of terrorist organizations. This decision has been made at the “highest level” of the Russian administration. Therefore, Moscow will soon remove the Taliban’s name from that list.
This was announced by the Russian Foreign Ministry on Friday, according to a report by the country’s state news agency TASS.
Zamir Kabulov, Russian President Vladimir Putin’s special representative to Afghanistan, said on this matter that removing the Taliban’s name from the list of terrorist organizations will have to go through several legal processes before it can be implemented.
“In August 2021, the Taliban returned to power in Afghanistan after ousting the Western-backed Ashraf Ghani government. Immediately before this, NATO forces led by the United States left the country after two decades. Since returning to power, Moscow has gradually strengthened its relationship with the Taliban. However, the Taliban are still not considered legal in Russia.”
Earlier in July, Vladimir Putin said that his country considers the Taliban in Afghanistan as an ally in the fight against terrorism.
In August 2021, the Taliban returned to power in Afghanistan after ousting the Western-backed Ashraf Ghani government. Immediately before this, NATO forces led by the United States left the country after two decades. Since returning to power, Moscow has gradually strengthened its relationship with the Taliban. However, the Taliban are still not considered legal in Russia

Although no country in the world has yet recognized the Taliban as the legitimate government of Afghanistan, they are holding regular meetings with regional powers like China and Russia. Their representatives are even participating in various meetings organized by the United Nations. Notably, only China and the United Arab Emirates (UAE) have accepted Taliban ambassadors.
Russia included the Taliban in the list of terrorist organizations in 2003. Now, after more than two decades, this initiative to remove the Taliban’s name from the list is considered an important step towards normalizing Moscow’s relations with Kabul.
